K\u00ebt\u00eb e raporton K\u00ebshilli i Ministrave n\u00eb dokumentin e sapomiratuar t\u00eb reformave q\u00eb raportohen n\u00eb kuadrin e an\u00ebtar\u00ebsimit n\u00eb Bashkimin Evropian.<\/p>\n<p>\u201cLigji i ri \u201cP\u00ebr taks\u00ebn mbi pasurin\u00eb e paluajtshme\u201d dhe aktet n\u00ebnligjore p\u00ebrkat\u00ebse t\u00eb p\u00ebrgatitura dhe t\u00eb miratuara me q\u00ebllim p\u00ebrmir\u00ebsimin e t\u00eb ardhurave nga kjo taks\u00eb \u2013 deri n\u00eb fund t\u00eb vitit 2024\u201d, thekson dokumenti Qeveritar. N\u00eb vijim, parashikohet p\u00ebrafrimi i legjislacionit tatimor shqiptar me direktivat e BE-s\u00eb n\u00eb kuad\u00ebr t\u00eb an\u00ebtar\u00ebsimit t\u00eb Shqip\u00ebris\u00eb n\u00eb BE.<\/p>\n<p>Projektligji \u201cP\u00ebr taks\u00ebn mbi pasurin\u00eb e paluajtshme\u201d i prezantuar n\u00eb muajin gusht nga Ministria e Financave dhe Ekonomis\u00eb pritet t\u00eb rris\u00eb detyrimin e taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs tek apartamentet 18 deri 50% dhe te dyqanet deri 25%. Drafti \u00ebsht\u00eb ende n\u00eb faz\u00eb konsultimesh dhe parashikohet t\u00eb hyj\u00eb n\u00eb fuqi nga 1 janari 2026 p\u00ebr nd\u00ebrtesat, nd\u00ebrsa p\u00ebr kategorit\u00eb q\u00eb p\u00ebrfshin parcela, tok\u00eb bujq\u00ebsore dhe truall nga 1 janari 2028.<\/p>\n<p>Projektligji i ri jo vet\u00ebm rrit nivelin e taks\u00ebs, por ndryshon edhe metodologjin\u00eb p\u00ebr llogaritjen e \u00e7mimeve mesatare p\u00ebr t\u00eb gjitha kategorit\u00eb e pasurive t\u00eb paluajtshme, ky synohet t\u2019u afrohen vler\u00ebs s\u00eb tregut. Drafti propozon q\u00eb niveli i taks\u00ebs p\u00ebr nd\u00ebrtesat e kategoris\u00eb rezidenciale t\u00eb varioj\u00eb nga 0,1% deri n\u00eb 0,2% nga 0,05% q\u00eb \u00ebsht\u00eb aktualisht, p\u00ebr nd\u00ebrtesat tregtare nga 0,15 deri n\u00eb 0,25% nga 0,2% q\u00eb \u00ebsht\u00eb dhe p\u00ebr nd\u00ebrtesat bujq\u00ebsore dhe industriale niveli i taks\u00ebs varion nga 0,15 deri 0,25%.<\/p>\n<p>Taksa p\u00ebr t\u00eb gjitha kategorit\u00eb e pasurive t\u00eb paluajtshme do t\u00eb llogaritet mbi vler\u00ebn e re t\u00eb pron\u00ebs. Vlera do t\u00eb p\u00ebrcaktohet n\u00eb nj\u00eb hart\u00eb te re me \u00e7mime mesatare referuese, por e ndar\u00eb p\u00ebr nj\u00ebsit\u00eb e nd\u00ebrtesave rezidenciale, t\u00eb sh\u00ebrbimit, si dhe \u00e7mimet mesatare referuese t\u00eb parcelave, duke p\u00ebrfshir\u00eb t\u00eb truallit, tok\u00ebs bujq\u00ebsore dhe asaj pyjore.<\/p>\n<p>Sipas dokumentit p\u00ebr reform\u00ebn e taks\u00ebs, p\u00ebr parcelat do t\u00eb jet\u00eb Agjencia Shtet\u00ebror\u00eb e Kadastr\u00ebs q\u00eb do t\u00eb p\u00ebrgatis\u00eb, n\u00eb p\u00ebrputhje me legjislacionin n\u00eb fuqi, zonat e vlerave dhe \u00e7mimet referuese.
