N\u00eb fund t\u00eb vitit 2023, Bashkia e Vlor\u00ebs i propozoi p\u00ebr miratim K\u00ebshillit Bashkiak, rritjen e taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb nga niveli 4% n\u00eb 6%.<\/p>\n<p>\u201cN\u00eb nd\u00ebrtim, kostot direkte nuk do t\u00eb jen\u00eb m\u00eb t\u00eb larta, nd\u00ebrsa ndikimi i taksave nga qeveria pritet t\u00eb jet\u00eb n\u00eb rritje. N\u00ebse n\u00eb Tiran\u00eb sot aplikohet maksimumi i taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb (8%), disa qytete, si p.sh., Vlora, kan\u00eb hedhur n\u00eb diskutim rritjen e k\u00ebsaj takse nga 4% aktualisht, n\u00eb 6%.<\/p>\n<p>Ndryshimet e \u00e7mimeve t\u00eb referenc\u00ebs deri m\u00eb sot kan\u00eb dh\u00ebn\u00eb ndikim vet\u00ebm n\u00eb qytetin e Tiran\u00ebs, me rritjen e \u00e7mimit t\u00eb referenc\u00ebs n\u00eb gjith\u00eb territorin e kryeqytetit, q\u00eb pritet t\u00eb rris\u00eb koston e nd\u00ebrtimit mesatarisht 40% m\u00eb shum\u00eb.<\/p>\n<p>Sigurisht q\u00eb kjo rritje kostosh do t\u00eb shoq\u00ebrohet me \u00e7mime m\u00eb t\u00eb larta. \u00c7mimi do t\u00eb rritet besoj mesatarisht me 20%\u201d, thot\u00eb kryetari i Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve t\u00eb Shqip\u00ebris\u00eb, Erjon Harizi.<\/p>\n<p>Fluksi i nd\u00ebrtimeve pritet t\u00eb jet\u00eb i lart\u00eb dhe n\u00eb kryeqytet. N\u00eb 5 vjet, p\u00ebrkat\u00ebsisht periudha 2018-2022, sipas t\u00eb dh\u00ebnave t\u00eb projektbuxhetit t\u00eb vitit 2024, Bashkia e Tiran\u00ebs ka mbledhur nga taksa e infrastruktur\u00ebs p\u00ebr nd\u00ebrtime t\u00eb reja 32,9 miliard\u00eb lek\u00eb.<\/p>\n<p>Ark\u00ebtimet nga kjo taks\u00eb kan\u00eb sh\u00ebnuar rritje pas vitit 2018. N\u00eb vitin 2022, nga kjo taks\u00eb, Bashkia m\u00eb e madhe n\u00eb vend ark\u00ebtoi 7,4 miliard\u00eb lek\u00eb. Ark\u00ebtimet e pritshme nga kjo taks\u00eb p\u00ebr vitin 2023 parashikohen n\u00eb 7 miliard\u00eb lek\u00eb.<\/p>\n<p>Parashikimet e ark\u00ebtimeve p\u00ebr k\u00ebt\u00eb taks\u00eb, referuar t\u00eb dh\u00ebnave t\u00eb projektbuxhetit, pritet t\u00eb jen\u00eb n\u00eb vler\u00ebn e 6,3 miliard\u00eb lek\u00ebve n\u00eb vitin 2024. N\u00eb 2025-2026, ark\u00ebtimet do t\u00eb jen\u00eb nga 6,5 miliard\u00eb lek\u00eb.<\/p>\n<p>N\u00eb relacionin e projektbuxhetit, Bashkia e Tiran\u00ebs n\u00ebnvizon se planifikimi p\u00ebr ark\u00ebtimet e k\u00ebsaj takse paraqet v\u00ebshtir\u00ebsi, pasi realizimi \u00ebsht\u00eb n\u00eb var\u00ebsi t\u00eb aplikimeve, t\u00eb cilat jan\u00eb objekt i zhvillimit t\u00eb tregut t\u00eb pasurive t\u00eb paluajtshme.<\/p>\n<p>P\u00ebr periudh\u00ebn e planifikuar, t\u00eb ardhurat nga kjo taks\u00eb parashikohet t\u00eb mb\u00ebshteten kryesisht n\u00eb zhvillimet e reja q\u00eb pritet t\u2019i shtohen Tiran\u00ebs n\u00eb zon\u00ebn e mir\u00ebplanifikuar t\u00eb Bulevardit t\u00eb Ri, ku \u00ebsht\u00eb miratuar edhe Plani i Detajuar Vendor nga K\u00ebshilli Komb\u00ebtar i Territorit, q\u00eb i hap rrug\u00eb zhvillimit.<\/p>\n<p>Taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb nga nd\u00ebrtimet e reja u n\u00ebnshtrohen t\u00eb gjitha subjektet q\u00eb k\u00ebrkojn\u00eb t\u00eb pajisen me leje zhvillimore dhe leje nd\u00ebrtimi p\u00ebr objekte banimi, administrative, prodhimi, sh\u00ebrbimi e t\u00eb tjera.<\/p>\n<p>Struktura e ngarkuar p\u00ebr k\u00ebt\u00eb taks\u00eb \u00ebsht\u00eb Drejtoria e P\u00ebrgjithshme e Planifikimit dhe Zhvillimit t\u00eb Territorit, e cila nd\u00ebrkoh\u00eb q\u00eb pranon k\u00ebrkesat, i shqyrton ato dhe pas miratimit nga titullari, kryen edhe zbardhjen e k\u00ebsaj lejeje kundrejt ark\u00ebtimit m\u00eb par\u00eb t\u00eb vler\u00ebs sipas p\u00ebrcaktimeve ligjore.<\/p>\n<p>P\u00ebr nd\u00ebrtuesit me kosto t\u00eb pajustifikuara, sektori \u00ebsht\u00eb ngarkuar edhe nga taksat e tjera, duke p\u00ebrfshir\u00eb taks\u00ebn 3% t\u00eb kontributit n\u00eb strehimin social, taksimi i mbetjeve inerte.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb arsye, pas hyrjes n\u00eb fuqi t\u00eb rritjes s\u00eb \u00e7mimeve t\u00eb referenc\u00ebs mbi t\u00eb cil\u00ebn llogariten disa taksa, duke p\u00ebrfshir\u00eb taks\u00ebn e nd\u00ebrtes\u00ebs, at\u00eb t\u00eb ndikimit n\u00eb infrastruktur\u00eb, taks\u00ebn e infrastruktur\u00ebs arsimore, n\u00eb muajin shtator, n\u00eb letr\u00ebn q\u00eb Shoqata e Nd\u00ebrtuesve i d\u00ebrgoi kryeministrit Edi Rama, sugjeroi rishikimin e metodologjis\u00eb p\u00ebr llogaritjen e taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb.<\/p>\n<p>Nd\u00ebrtuesit propozuan q\u00eb vlera e taks\u00ebs t\u00eb llogaritet mbi koston e nd\u00ebrtimit dhe jo mbi vler\u00ebn e \u00e7mimit t\u00eb referenc\u00ebs s\u00eb shitjes, e ndar\u00eb sipas zonave.<\/p>\n<p>Nd\u00ebr t\u00eb tjera, ata ngrit\u00ebn edhe shqet\u00ebsimin p\u00ebr taks\u00ebn e dherave q\u00eb prej 10 vitesh, sipas Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve, \u00ebsht\u00eb praktik\u00eb e padrejt\u00eb, bazuar n\u00eb vendimin e miratuar n\u00eb vitin 2015 \u201cP\u00ebr miratimin e k\u00ebrkesave p\u00ebr menaxhimin e mbetjeve inerte\u201d dhe atij t\u00eb 2005-s \u201cP\u00ebr miratimin e katalogut shqiptar t\u00eb klasifikimit t\u00eb mbetjeve\u201d, sipas t\u00eb cilave, subjektet nd\u00ebrtuese detyrohen t\u00eb depozitojn\u00eb n\u00eb landfill-e kundrejt pages\u00ebs edhe dherat e pakontaminuara q\u00eb vijn\u00eb nga g\u00ebrmimet. Shoqata k\u00ebrkoi edhe shfuqizimin e ligjit p\u00ebr kontributin e strehimit social, duke e cil\u00ebsuar antikushtetues.<\/p>\n<p>P\u00ebr kryetarin e Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve, Erjon Harizi, rritja e kostove nga shum\u00eb taksa absurde mbi t\u00eb cil\u00ebn jan\u00eb ngarkuar nd\u00ebrtuesit do t\u00eb vijoj\u00eb t\u00eb ndikoj\u00eb te \u00e7mimet e shitjes p\u00ebr bler\u00ebsit edhe n\u00eb vitin 2024.<\/p>\n<p>\u201cTe lejet e nd\u00ebrtimit, aplikohet taksa 3% p\u00ebr t\u00eb pastreh\u00ebt, n\u00eb fakt nga kjo taks\u00eb nuk p\u00ebrfiton asnj\u00eb i pastreh\u00eb. Gjithashtu ka kosto t\u00eb lart\u00eb edhe nga taksa e dheut q\u00eb nd\u00ebrtuesit paguajn\u00eb n\u00eb landfill-et e licencuara, pra taksa e dheut t\u00eb pakontaminuar.<\/p>\n<p>Kjo \u00ebsht\u00eb absurde, gjithashtu tarifa e vendosur \u00ebsht\u00eb shum\u00eb e lart\u00eb. Edhe kjo taks\u00eb ka ndikimin e vet n\u00eb \u00e7mimin e nj\u00eb apartamenti.<\/p>\n<p>Nd\u00ebrtimi kontribuon rreth 11% n\u00eb Prodhimin e Brendsh\u00ebm Bruto, por vitet e fundit vihet re r\u00ebnie e fitimit nga viti n\u00eb vit n\u00eb sektorin e nd\u00ebrtimit.<\/p>\n<p>Kjo ka ardhur kryesisht prej 10-fishimit t\u00eb taksave n\u00eb sektorin e nd\u00ebrtimit, duke sjell\u00eb k\u00ebshtu nj\u00eb rritje t\u00eb konsiderueshme t\u00eb \u00e7mimit t\u00eb apartamenteve e p\u00ebr rrjedhoj\u00eb, p\u00ebr nj\u00eb pjes\u00eb t\u00eb popullsis\u00eb, blerja e nj\u00eb apartamenti b\u00ebhet mision i pamundur.<\/p>\n<p>Rritja e taksave n\u00eb fund ndikon mbi bler\u00ebsin p\u00ebrfundimtar\u201d, n\u00ebnvizon z. Harizi.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.syri.net\/uploads\/syri.net\/images\/2024\/January\/20\/auto_Ndertim-pallat-Unaza-e-Madhe-2-11131705786039.jpg\" alt=\"Image\" data-pin-no-hover=\"true\" \/><\/p>\n<p>Do t\u00eb shtohet dh\u00ebnia e lejeve t\u00eb nd\u00ebrtimit n\u00eb bregdet<\/p>\n<p>N\u00eb vitin 2024, n\u00eb sektorin e nd\u00ebrtimit pritet t\u00eb rritet dh\u00ebnia e numrit t\u00eb lejeve t\u00eb nd\u00ebrtimit, kryesisht n\u00eb qytetet bregdetare si Vlora, Durr\u00ebsi dhe Saranda.<\/p>\n<p>Trendi i dh\u00ebnies s\u00eb lejeve t\u00eb nd\u00ebrtimit p\u00ebr nd\u00ebrtuesit n\u00eb Tiran\u00eb parashikohet i nj\u00ebjt\u00eb me vitin 2023, por ata do t\u00eb vijojn\u00eb t\u00eb p\u00ebrballen me kosto m\u00eb t\u00eb larta nga rritja e taksave p\u00ebr shkak t\u00eb ndryshimeve t\u00eb \u00e7mimeve t\u00eb referenc\u00ebs p\u00ebr Tiran\u00ebn q\u00eb hyn\u00eb n\u00eb fuqi n\u00eb muajin korrik 2023.<\/p>\n<p>\u201cP\u00ebr 2024, sipas lejeve t\u00eb dh\u00ebna n\u00eb Bashkin\u00eb e Tiran\u00ebs, trendi pritet t\u00eb jet\u00eb nj\u00eblloj ose n\u00eb rritje n\u00eb krahasim me 2023. Nd\u00ebrsa n\u00eb zonat e bregdetit, kryesisht n\u00eb qytetet, si Durr\u00ebsi, Vlora, Saranda, trendi pritet t\u00eb jet\u00eb n\u00eb rritje n\u00eb krahasim me 2023\u201d, thot\u00eb kryetari i Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve t\u00eb Shqip\u00ebris\u00eb, Erjon Harizi.<\/p>\n<p>Sipas INSTAT, nga Bashkia e Tiran\u00ebs, n\u00eb vitin 2022 u dhan\u00eb gjithsej leje nd\u00ebrtimi me sip\u00ebrfaqe prej rreth 1.81 milion\u00eb metra katror\u00eb. N\u00eb krahasim me nj\u00eb vit m\u00eb par\u00eb, ky tregues u rrit me rreth 10%, nd\u00ebrsa ka sh\u00ebnuar nivelin m\u00eb t\u00eb lart\u00eb historik, t\u00eb pakt\u00ebn q\u00eb nga viti 2005, kur INSTAT i raporton t\u00eb dh\u00ebnat e detajuara sipas qarqeve.<\/p>\n<p>Rekordi u sh\u00ebnua n\u00eb tremujorin e par\u00eb 2022, kur u dhan\u00eb leje p\u00ebr nj\u00eb sip\u00ebrfaqe prej 800 mij\u00eb m\u00b2, duke u p\u00ebrgjysmuar n\u00eb t\u00eb dytin (388 mij\u00eb m\u00b2) dhe duke u reduktuar ndjesh\u00ebm n\u00eb t\u00eb tretin (272 mij\u00eb m\u00b2). N\u00eb tremujorin e kat\u00ebrt, sip\u00ebrfaqja e dh\u00ebn\u00eb u rrit s\u00ebrish dhe arriti n\u00eb rreth 350 mij\u00eb m\u00b2. N\u00eb total, n\u00eb Tiran\u00eb p\u00ebr gjith\u00eb vitin 2022 u dha rreth 68% e totalit t\u00eb lejeve n\u00eb t\u00eb gjith\u00eb vendin.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.syri.net\/uploads\/syri.net\/images\/2024\/January\/20\/auto_Termeti-rindertimi-pallat-Kavaje-11131705786039.jpg\" alt=\"Image\" data-pin-no-hover=\"true\" \/><\/p>\n<p>Blerja e pronave t\u00eb shtrenjta dhe apartamenteve n\u00eb kulla do t\u00eb ulet n\u00eb vitin 2024<\/p>\n<p>R\u00ebnia e k\u00ebrkes\u00ebs p\u00ebr apartamentet e shtrenjta me \u00e7mime mbi 2,000 euro\/m\u00b2 dhe p\u00ebr prona n\u00eb nd\u00ebrtimet si\u00e7 jan\u00eb kullat do t\u00eb vijoj\u00eb t\u00eb jet\u00eb n\u00eb r\u00ebnie edhe gjat\u00eb vitit 2024.<\/p>\n<p>Agjent\u00ebt e shitjes s\u00eb pronave t\u00eb paluajtshme kan\u00eb pohuar m\u00eb par\u00eb se n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb vitit 2023 pati r\u00ebnie t\u00eb k\u00ebrkes\u00ebs p\u00ebr apartamentet e shtrenjta n\u00eb qend\u00ebr t\u00eb Tiran\u00ebs.<\/p>\n<p>Sipas kryetarit t\u00eb Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve, trendi do t\u00eb vazhdoj\u00eb edhe gjat\u00eb 2024. N\u00eb t\u00eb kund\u00ebrt, edhe pritshm\u00ebrit\u00eb e nd\u00ebrtuesve p\u00ebr k\u00ebrkes\u00ebn p\u00ebr banesa me \u00e7mime t\u00eb lira nuk do t\u00eb jen\u00eb n\u00eb tkurrje.<\/p>\n<p>\u201cR\u00ebnia e k\u00ebrkes\u00ebs mund t\u00eb ket\u00eb filluar p\u00ebr prona me \u00e7mime shum\u00eb t\u00eb larta, kryesisht p\u00ebr kullat dhe p\u00ebr apartamentet me \u00e7mime mbi 2,000 euro\/m\u00b2, nd\u00ebrsa p\u00ebr \u00e7mime mesatare nuk vihet re r\u00ebnie e k\u00ebrkes\u00ebs.<\/p>\n<p>N\u00eb vitin 2024, k\u00ebrkesa p\u00ebr apartamente me \u00e7mime t\u00eb ul\u00ebta dhe mesatare do t\u00eb jet\u00eb po e nj\u00ebjt\u00eb sa viti 2023, pra mund t\u00eb mos ket\u00eb rritje prej 15% n\u00eb vit si\u00e7 ka ndodhur, por r\u00ebnie nuk pritet p\u00ebr k\u00ebt\u00eb fash\u00eb \u00e7mimi\u201d, n\u00ebnvizon z. Harizi.<\/p>\n<p>Bler\u00ebsit kryesor\u00eb t\u00eb apartamenteve n\u00eb zonat bregdetare t\u00eb Jugut dhe Tiran\u00ebs mbeten t\u00eb huajt dhe shqiptar\u00ebt e diaspor\u00ebs, sipas kryetarit t\u00eb Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve. Avantazhi kryesor p\u00ebr blerje mbetet investimi.<\/p>\n<p>\u201cP\u00ebr pronat e Jugut ka shum\u00eb interes nga bler\u00ebsit nga vendet e diaspor\u00ebs dhe nga t\u00eb huajt. Edhe n\u00eb Tiran\u00eb ka shum\u00eb k\u00ebrkes\u00eb nga shqiptar\u00ebt e Kosov\u00ebs dhe Maqedonis\u00eb s\u00eb Veriut, por edhe t\u00eb huajt. Nj\u00eb pjes\u00eb e mir\u00eb blihet p\u00ebr investime, pra jo si apartament i par\u00eb.<\/p>\n<p>N\u00eb Tiran\u00eb, tregu i dh\u00ebnies me qira \u00ebsht\u00eb nj\u00eb biznes shum\u00eb fitimprur\u00ebs\u201d.<\/p>\n<p>Agjent\u00ebt e pasurive t\u00eb paluajtshme presin shtrenjtim t\u00eb \u00e7mimeve n\u00eb zonat bregdetare<\/p>\n<p>Viti q\u00eb lam\u00eb pas sh\u00ebnoi r\u00ebnie t\u00eb k\u00ebrkes\u00ebs p\u00ebr apartamentet sipas agjent\u00ebve t\u00eb pasurive t\u00eb patundshme. K\u00ebrkesa u godit m\u00eb tep\u00ebr p\u00ebr pronat e shtrenjta, kryesisht ato me \u00e7mime mbi 1,500 euro\/m\u00b2 me vendndodhje af\u00ebr qendr\u00ebs.<\/p>\n<p>P\u00ebrve\u00e7 \u00e7mimeve t\u00eb shtrenjta, duke qen\u00eb se pjesa m\u00eb e madhe e pronave p\u00ebr banim blihen me financime bankare, nga agjent\u00ebt e pasurive t\u00eb patundshme u vler\u00ebsua se edhe rritja e normave t\u00eb interesit u reflektua negativisht te tendenca e k\u00ebrkes\u00ebs.<\/p>\n<p>Edhe p\u00ebr vitin 2024, agjent\u00ebt e pasurive t\u00eb paluajtshme nuk presin n\u00eb t\u00ebr\u00ebsi rritje t\u00eb k\u00ebrkes\u00ebs. Jonian Antoni, CEO i \u201cCentury 21 Albania\u201d, thot\u00eb se dy tregjet kryesore t\u00eb shitjes s\u00eb pronave, si\u00e7 \u00ebsht\u00eb Tirana dhe zonat bregdetare do t\u00eb vijojn\u00eb t\u00eb mbeten m\u00eb t\u00eb k\u00ebrkuarat.<\/p>\n<p>\u201cSipas gjith\u00eb t\u00eb dh\u00ebnave q\u00eb kemi, edhe n\u00eb vitin 2024 parashikohet e nj\u00ebjta k\u00ebrkes\u00eb me 2023.
